Comprehensive Annual Financial Reports

The Comprehensive Annual Financial Report (CAFR) consists of management’s representations concerning the finances of the Department. The annual financial statements, presented in conformity with generally accepted accounting principles, have been audited by licensed certified public accountants.

The Comprehensive Annual Financial Report (CAFR) consists of management’s representations concerning the finances of the Department. The annual financial statements, presented in conformity with generally accepted accounting principles, have been audited by licensed certified public accountants. 

HCDE has received the Association of School Business Officials International (ASBO) Certificate of Excellence in Financial Reporting for the 16-17 fiscal year.  HCDE has received this award for the last 14 years. The award is given once a team of reviewers finds that the applicant's  Comprehensive Annual Financial Report (CAFR) has met or exceeded the criteria on the certificate of excellence checklist for high quality, transparency and fiscal integrity.

Popular Annual Financial Report (PAFR)

HCDE has received the Government Finance Officers Association's (GFOA) Certificate of Excellence in Financial Reporting for the 17-18 fiscal year. HCDE has received this award for the last 11 years. The award is given once a team of reviewers finds that the applicant's Popular Annual Financial Report (PAFR) has met or exceeded the criteria on the certificate of excellence checklist for high quality, transparency, and fiscal integrity.

Annual Financial Management Report (AFMR)

HCDE is a county independent school district # 101-000, but it does not receive a financial or academic rating. HCDE believes in transparency, and it adheres to 11 of the selected indicators as applied to a local government. In FY 17-18, HDCE met all 11 applicable indicators. Annual reports are prepared and submitted to the Board during the annual required public hearing in accordance with the Texas Administrative Code.

Budget

The budget reflects the allocation of revenues and expenditures to support the programs and services.

Districts in Texas are required by law to prepare annually a budget for the General Fund, the Debt Service Fund, and the Food Service Program. HCDE does not have a food service program. HCDE has a General Fund, Debt Service Fund, Special Revenue Funds, Capital Projects Fund, Internal Service Fund and Enterprise Fund. The following budget documents are the original budgets adopted by the Board of Trustees. The Business Office performs budget reviews during the year in which budget requirements are reevaluated and revisions are recommended to the Board. Budget amendments are presented each month for board approval.

HCDE has participated in the Association of School Business Officials' Meritorious Budget Award for the last seven years in a row.

HCDE also participates in the Government Finance Officers Association's Distinguished Budget Presentation Award program. HCDE has received the Distinguished Budget Presentation Award for the past seven years.
